<p>Water is an indispensable resource and the cornerstone of ecosystems and human well-being as it sustains biodiversity and supports economic, agricultural and industrial activities. As our global population continues to grow and environmental problems intensify, water becomes scarcer and local governments face a complex and pressing challenge to achieve water security. Implementing good governance and effective water policies is essential and can play a crucial role in addressing water scarcity because this involves the formulation of water management strategies and the implementation of regulations that promote sustainable water use and efficient allocation of this vital resource. By examining the case of Morocco and, critically, analyzing important water policies implemented over 60 years, this paper aims to highlight the role of public policies in achieving water security and to emphasize how ineffective ones can impact significantly the availability of the resource, yielding to adverse outcomes. The review shows that Morocco succeeded to ensure the availability of water resources to its population, while also supporting vital sectors especially agriculture although the context of scarcity. However, the approach adopted by the country failed to balance developmental imperatives with the safeguarding of water resources as it prioritizes agriculture and relying heavily on groundwater for irrigation.</p>
