<p>The concept of fourth-generation rights encompasses the notion that new rights have evolved to answer the increasing difficulties of modern living. This research investigates how fourth-generation rights are emerging in Uttarakhand, called devbhoomi, the abode of Gods, a Himalayan state of Northern India. Fourth-generation human rights in Uttarakhand are an important focal point of the study due to their unique socio-economic and political landscape. Its geographical factors make the region highly relevant for analyzing the impact of modern technological advancements such as artificial intelligence and digital platforms that challenge the individual’s human rights in this region. The study is descriptive and exploratory and is based on secondary data by analyzing governmental documents, existing laws, journals, articles, newspapers, societal challenges, and policies. The primary research question that motivated this study is: how do fourth-generation human rights impact Uttarakhand? The paper identifies key issues such as privacy, speech, troll, scam, access to information, algorithm challenges, and threats to terrorism in the region. The paper focuses on the necessity of digital rights and its contemporary challenges in the Uttarakhand region and explores the role of civil society and government in safeguarding these rights of an individual. Finally, it will provide recommendations for the protection of fourth-generation human rights in Uttarakhand.</p>
