Development of traffic management evaluation framework during metro rail construction activities in urban location: case study of Patna metro rail project

This study proposes a multi-stage methodological framework to assess impact of ongoing metro construction on traffic situation. Assessing road inventory and change in user perceptions about travel time, comfort and safety can be used to understand how inventory change influence perceptions of road user groups. Also understanding challenges faced and strategies adopted by traffic management personnel can help to identify critical factors that can help to improve traffic conditions at work zones. The proposed framework was used to assess traffic situation during metro rail construction in the congested city of Patna, Bihar, India having mixed land-use and mixed-traffic conditions. Data was collected by ground level assessment of road inventory and traffic condition, interview with concerned officials and user perception assessment though face-to-face interviews. Influence of road condition change on different road user class was analysed using association rule mining with Weka 3.9.5. Learnings from this case study can be used for traffic management planning in congested cities where metro rail construction is proposed. While assessment of traffic management for Patna metro project, it was observed that compromised pedestrian walking and crossing facilities are associated with compromised safety and comfort perception for bike riders. Broken and mud accumulated pavements are observed to be associated with congestion levels. For car users, narrowing of lane and pedestrians using carriageway due to absence of pedestrian facilities was observed to be associated with increase in congestion. Also turning and merging traffic was observed to be associated with high increase in congestion levels. Thus provision of proper pedestrian waking and crossing facilities and clean pavements in good condition is necessary to ensure safe, comfortable smooth traffic flow in compromised infrastructure condition.
