Delaying the implementation of construction projects in Iraq: causes and obstacles

Delay is one of the biggest problems that face construction industry and hinders project performance with regard to time, cost, safety, and quality. For the determination of factors that lead to delays, several research have conducted literature reviews, applied expert interviews and questionnaires, or employed analytical techniques like analytic hierarchical process (AHP). This research’s goal was to use an analytical hierarchy process technique to determine the primary implementation-stage delay factors regarding the Iraqi public works management. The first phase of the presented research involved searching factors causing delays in the construction projects. Following this, the sub-criteria and criteria have been analyzed and categorized, and AHP technique was used for ranking the factors and leads to delays depending on using questionnaire and expert discussions. Super decisions was the supporting software utilized. This research classified the primary factors (i.e., criterions) and sub-factors (sub-criterions) that affect delay. Four criteria—managerial, legal, technical, and financial factors—were developed from the primary considerations. A total of 39 sub-factors that had the greatest impact on delay were initially chosen from such groups. In order to prevent delays in the Iraqi public, government-funded construction projects, the study identified the factors that must be given priority when making decisions. It could be utilized to identify the factors that could be utilized to create a model of prediction that reduces delay probability in construction projects.
