<p>Community participation and effective project governance are critical for the sustainable success of government-supported energy projects. This study addresses a research gap and makes a significant contribution to the literature by examining how government support and quality management influence project success—mediated by community participation and moderated by project governance. To accomplish this purpose, the study develops a theoretical model that explores the mediation and moderation effects on energy projects success, along with the direct effects of government support and quality management. The model was validated using empirical data from project stakeholders including, managers and engineers, working in project-based organizations in the highlands of Gilgit-Baltistan Pakistan, a central large glacial and geographical landscape of Himalaya-Karakoram-Hindu Kush (KHK) Region. A total of 260 usable responses were collected through surveys conducted among these organizations. For data analysis, partial least square structural equation modelling (PLS-SEM) was employed. The findings show that government support and quality management have positive and significant impacts on the sustainable success of energy projects. Moreover, community involvement mediates the relationship between these factors and project success. The study also finds that strong governance mechanisms positively moderate the relationships between government support and energy project outcomes. The paper concludes by discussing practical implications, study limitations, and future research.</p>
