<p>Access to clean and reliable water is essential for public health, economic stability, social equity, and sustainable development, particularly in developing regions where infrastructure challenges are prevalent. This study employed a contingent valuation survey to estimate household willingness to pay (WTP) for improved water services in Legazpi City, Philippines, a rapidly urbanizing area facing water quality and reliability issues. A sample of 1,024 households revealed an average WTP of PhP 38.81 (USD 0.70) per month, representing 1.8% of the monthly income for low-income households. City-wide, this translates to an aggregate annual WTP of approximately PhP 11.65&#xa0;million (USD 209,436). Key drivers of WTP included bid amounts, water-related expenses, dissatisfaction with water quality, and water conservation practices. These findings highlight critical directions for equitable pricing policies and investments that address household needs while contributing to Sustainable Development Goal (SDG) 6. The study advances the global discourse on water resource management by emphasizing the value of stated preference methods in developing countries and presenting policy insights for achieving sustainable water access.</p>
