Prospect-TOPSIS-Based Three-Way Decisions with Pythagorean Fuzzy ELECTRE Method

In this paper, we propose a novel three-way multi-attribute decision-making method in a Pythagorean fuzzy environment, addressing the irrational behavior of decision-makers. We first determine the outranked class between alternatives using the proposed Pythagorean fuzzy ELECTRE method, and a new method for calculating conditional probabilities is determined. Then, combining TOPSIS theory with prospect theory, a new method for calculating utility function is proposed. Based on novel conditional probabilities and utility functions, we construct a new three-way decision-making framework. The effectiveness and feasibility of the proposed method are validated through a case study on factory carbon emissions, which is compared with other multi-attribute decision-making methods. Parameter analysis further demonstrates the stability and reliability of the method.
