<p>In the context of health management, the evaluation of home-based elderly care service quality focuses on the extent to which the health and life needs of the elderly are met, including physical health support, psychological care, and social interaction. The evaluation emphasizes comprehensiveness, personalization, and continuity, improving the quality of life for the elderly through health monitoring, disease prevention, and precise interventions. Feedback mechanisms and dynamic optimization are introduced to ensure services adapt to the changing needs of the elderly. Additionally, the integration of technologies such as telemedicine and big data analysis enables intelligent and efficient services. Overall, scientific quality evaluation promotes the deep integration of health management and home-based elderly care, providing high-quality health service assurance for the elderly. The community home-based elderly care services quality evaluation for disabled elderly people could be looked as the multiple-attribute decision-making (MADM). The TOPSIS technique is a useful technique to put up with the MADM. The probabilistic simplified Neutrosophic set (PSNSs) is easy to express uncertain information during community home-based elderly care services quality evaluation for disabled elderly people. In this study, CRITIC technique is advocated to obtain the attribute weights and the probabilistic simplified neutrosophic number TOPSIS (PSNN-TOPSIS) approach is advocated for MADM. Finally, numerical example for community home-based elderly care services quality evaluation for disabled elderly people is employed to verify the PSNN-TOPSIS approach with comparative analysis. The main research contributions of this study are constructed: (1) the TOPSIS approach are extended to PSNSs; (2) CRITIC approach is advocated to obtain the attribute weights; (3) the PSNN-TOPSIS model is advocated to solve the MADM with PSNSs; (4) Finally, a numerical study for community home-based elderly care services quality evaluation for disabled elderly people is advocated to validate the PSNN-TOPSIS approach with comparative analysis.</p>
