It investigates the historical reforms in state-owned enterprises and addresses governance challenges encountered by their boards of directors. The study critically assesses the repercussions of recent legislative changes in the board system of state-owned holding companies. The conclusion proposes practical solutions within the current legal framework, highlighting the necessity for a thorough and refined implementation of the cross-appointment system and a targeted alignment of Party and government regulations with legal norms to curtail excessive administrative governance expansion in the reform of state-owned holding companies.</p>
