<p>“Xi Jinping Thought on the Rule of Law” (hereinafter referred to as XTROL), as the guiding philosophy of the rule of law in China, represents the spirit and concept of the rule of law in contemporary China. It is precisely because of the broad representativeness and guidance of XTROL that all levels of legal related institutions in China actively learn, strive to implement, and apply it. Since Chinese government administration adopts a top-down power structure from the central government to local governments, and all matters are under the overall leadership of the Communist Party of China (CPC), the basic status of XTROL in China could be understood by the role of various working institutions and departments related to the rule of law at the central power level and their relationship in the implementation of XTROL. At the central power level, the implementation of XTROL presents a network of implementation agencies composed of the Working Committee for the Comprehensive Rule of Law, the Central Political and Legal Commission, the Ministry of Justice, the National People’s Congress, the Supreme People’s Court, the Supreme People’s Procuratorate and other working departments. Meanwhile, institutions such as the China Law Society have made significant efforts in theoretical research and educational training to promote the implementation of XTROL. Their leaders’ position in the leadership structure of the CPC reflects the relationship between the above institutions. At present, the Comprehensive Rule of Law Committee should play a leading and planning role in theory, but the operation mechanism still needs to be strengthened in reality. The main task of implementing XTROL falls on the shoulders of the Central Political and Legal Affairs Commission. The implementation of the comprehensive rule of law at the central level is mainly achieved through a series of meetings. The constitutional review conducted by the Standing Committee of the National People’s Congress is also noteworthy. This mechanism has played a powerful supervisory role in the implementation of the rule of law from the national to the local level.</p>
