A Methodological Approach for Urban Sustainability Assessment of Indian Cities: A Case of Jaipur

Urban sustainability assessment is crucial for informed decision-making, yet most existing frameworks focus on city-wide or inter-city comparisons, overlooking intra-city zonal disparities. This study presents a methodological approach for assessing urban sustainability at the intra-city zonal level, addressing this critical gap. It develops and applies the Urban Sustainability Assessment Framework for Indian Cities (USAFIC) to evaluate sustainability across different zones of a city. USAFIC comprises eight key factors: Environment, Energy, Demography, Land Use, Transportation, Physical Infrastructure & Services, Social Infrastructure & Services, and Governance. The framework is established through an extensive literature review, expert consultations, and the Analytical Hierarchy Process (AHP) to determine factor and sub-factor weights. A total of 21 sub-factors and 48 indicators are identified to facilitate a detailed assessment of urban sustainability at the zonal level. The framework is applied to the ten administrative zones of Jaipur Municipal Area (as of 2020), utilizing data from desk-based studies, secondary sources, and extensive field surveys, including expert interviews. Additionally, Geographic Information System (GIS) analysis is employed to visualize and interpret spatial data. The results highlight significant variations in urban sustainability across Jaipur's zones, with 70% of zones exhibiting moderate sustainability and 30% categorized as low sustainability. This study contributes a comprehensive tool for intra-city urban sustainability assessment, applicable to diverse urban contexts with minimal modifications. The findings provide valuable insights for urban planners and policymakers, facilitating targeted interventions to enhance sustainability at the intra-city scale. This approach advances urban sustainability assessment by offering a more nuanced understanding of urban dynamics and supporting more effective, localized planning strategies.
