<p>The article examines the permitting practice for hydropower plants in Bavaria and the associated energy-economic assessments. It outlines approval types, validity periods, and processing times of procedures, as well as the role of the Bavarian Chambers of Industry and Commerce in evaluating the energy significance of hydropower. To assess the base-load contribution of plants in a transparent and robust way, the Chamber introduces a specific indicator: the ‘base-load hours capacity'. The article discusses both the practical aspects of permitting procedures and the methodological approach to assessing base-load capability.</p>
