Management systems for reviewing safety aspects at dams are useful instruments, for example to minimize the risks to the safety of drinking water supply for the population or to counteract liability consequences for operators. All safety issues are relevant for the operator, and it is important not to dispense with the consideration of individual safety issues. On the other hand, processing to obtain the relevant certificates means an enormous amount of work, personnel resources and time for the individual operators, which is almost impossible to manage. The question therefore arises as to whether the management systems currently in use - Technical Safety Management (TSM) and certification in accordance with the Act to Strengthen the Resilience of Critical Assets (BSI-Dachgesetz) - could not be combined.
