<p>With the rapid expansion of the global economy and accelerated industrialization, environmental challenges have emerged as significant concerns requiring urgent attention. As primary entities responsible for production and consumption activities, corporate green governance has become an indispensable component in advancing the national-level sustainable development initiatives aligned with ecological civilization objectives. This research incorporates local environmental legislation and environmental justice into the overall research framework of the environmental rule of law and utilize the data of China's A-share listed companies from 2007 to 2022 to explore the research direction of promoting corporate green governance from the perspective of corporate green management innovation. The research finds that environmental legislation and justice can enhance corporate green management innovation, and this promotion is more significant when they work in synergy. This finding provides strong theoretical support and practical guidance for enterprises to realize green, sustainable development. In addition, this research also analyzes the heterogeneity of green management innovation among enterprises with different ownership attributes, which provides a more comprehensive reference for policymakers. The findings of this paper serve as an essential reference for policymakers to improve environmental laws and regulations and promote the sustainable development of enterprises.</p>
