Testing of the HAZOP method for a training ship safety operation and purpose of education training

It is important to discover the multiple preventive measures in ship engine room and to take actions to use them before an error or malfunction become major catastrophe. The implementation of reasonable verification and safety measures in the engine room must factor in risk assessment and risk management. HAZOP (Hazard and Operability Analysis) is one of risk assessment method originally invented as a qualitative hazard evaluation technique by the chemical industry. Recently, HAZOP method has been applied in maritime fields, particularly in the design of engines in purpose of ships using gas or other low-flashpoint fuel vessels. The purpose of testing HAZOP method for existing training ship (Kaijin Maru) have two aims. The first aim is to propose safety operations to currently active training ship. The second aim is to consider the effectiveness of education and training. To propose safety operation, conduct HAZOP method and assessing brain storming data regarding to engine plant. Result of discussed causes, consequences and suggested safeguard for each subsystem were considered. For purpose of education and training, participants conducting HAZOP method will start with research of piping chart, operation check list to consider potential risks. Participants testing HAZOP method have different onboard experience and courses. Also, knowledge of all participants was evaluated by proposed knowledge test before and after conducting HAZOP method. An evaluation experiment was conducted for F.O. line in engine plant by several groups of participants. Result of discussed number of causes, consequences and suggested safeguard were considered from safety operation viewpoint. The effect of the HAZOP method for education and training viewpoint was considered from result of evaluation experiment which are conducting knowledge test before and after HAZOP method brainstorming. Results of evaluation experiments suggest that testing HAZOP method for existing training ship may contribute to safety operation and education and training effect.
