<p>The partnership among universities, high-tech enterprises, and government authorities is essential for driving innovative development in modern economies and serves as a foundation for transitioning to a circular economy. This review explores the implementation of industrial symbiosis within this context across various countries, emphasizing the knowledge economy perspective. The article aims to elucidate the critical role of higher education institutions in fostering industrial symbioses and to identify best practices for implementing this concept to enhance innovative potential. Furthermore, it provides an overview of global industrial ecosystems that operate under the principles of industrial symbiosis, including eco-industrial parks and zones. By foregrounding knowledge transfer, innovation ecosystems, and intellectual capital, this study highlights how these elements contribute to sustainable development and the advancement of the circular economy.</p>
