A Method for Evaluating Product R & D Capability of High-Tech Enterprises using ANP and TOPSIS

In the era of knowledge-based economy, high-tech enterprises play a key role in promoting the development of the national economy. The purpose of the paper is to calculate, analyze and evaluate the product research and developmment capability of high-tech enterprises in concrete numbers for more realistic and scientific reasons, so that they can make a positive contribution to promoting the economic development of the country. To this end, the authors have set the evaluation indicators to suit the situation of the Democratic People’s Republic of Korea, considering the previous studies and characteristics of high-tech enterprises, and applied the analytic network process and the technique for order of preference by similarity to ideal solution to evaluate the product research and developmment capabilitiess of these enterprises. The conclusions are that it is possible a) to determine the weight of the indicators numerically in accordance with reality, even though the main and sub-indicators are related to each other and some of them are ambiguous, b) to analyze and evaluate the product research and developmment capabilities and ranking of high-tech enterprises in an optimal way, and c) to take scientific measures to raise the product research and developmment capability of high-tech enterprises and allocate the high-tech product development projects in accordance with the capabilities of each high-tech enterprise. This work can contribute to filling the gap of research on the methodology of product research and developmment capability evaluation of high-tech enterprises in terms of theoretical aspects. On the other hand, this can contribute to set a policy orientation so that the product research and developmment capability of high-tech enterprises are enhanced further and product development projects can be allocated to each high-tech enterprise in accordance with its capabilities in terms of practical aspects.
