<p>Cooperatives are an effective strategy for solving various socio-economic problems of society. These popular institutions, by synergizing the material and spiritual capital of young people, can provide the basis for the development of the knowledge economy and develop social entrepreneurship. Therefore, this study was carried out to identify the most important factors to the youths’ refusal of the construction of job-generating cooperative (a case study of Mazandaran province, north of Iran). The research methodology is a quantitative in terms of general approach and practical in terms of purpose. Statistical population was 922,746 youth 18–35 of Mazandaran province. A simple random multistage sampling method was employed. The sample size was determined using the Cochran<sup>,</sup>s formula and the restricted statistical population of 384 people. The validity of the questionnaire was confirmed by a team of experts, and its reliability using pre-test, Cronbach’s Alpha coefficient and the composite reliability. There is no correlation between the youths’ refusal to establish job-creating cooperatives and their gender. But the majority of youth in villages indicates that a far more refusal to the formation of job-creating cooperatives. Youth with higher educational levels (bachelor’s, master’s, and higher degrees) show less acceptance of cooperatives’ establishment due to their higher average ranking (245.82 and 220.5). The results indicated that the following seven are the chief impediments to the construction of job-generating cooperatives: cultural-educational, legal-political, environmental, structural-marketing, and individual, economic-social, and motivational-cognitive impediments. Assessing research model showed that the research enjoys a good fit. As a result, structural-marketing impediment, cultural and educational impediments and socio-economic impediments are the main impediments to the formation of job-generating cooperatives by young people. if such impediments are removed, it is possible to provide people with more suitable circumstances where the young generation can welcome the idea of establishing employment cooperatives and running small businesses.</p>
