<p>Governance in the twenty-first century is being reshaped by the accelerating convergence of technological intelligence, anticipatory thinking, and behavioral design. The rapid diffusion of Artificial Intelligence (AI), the institutionalization of Strategic Foresight, and the rise of Digital Nudging have collectively redefined how societies organize decision-making, legitimacy, and public value creation. This chapter advances the idea that <i>governance efficacy</i>—the capacity of systems to act effectively, ethically, and adaptively—should no longer be viewed as a purely public or administrative concern. Instead, it constitutes a hybrid good, co-produced across the boundaries of state, market, and civil society. Through the integration of AI, foresight, and digital nudging, governance efficacy evolves into a multidimensional capability: intelligent in its cognitive architecture, anticipatory in its strategic orientation, and participatory in its behavioral engagement. Each of these enablers contributes to a different layer of governance capacity: AI enhances data-driven intelligence and responsiveness; foresight embeds long-term preparedness and resilience; and nudging translates strategic intent into citizen and organizational behavior. Together, they form a triadic model of “intelligent governance” that links technological capability with ethical and social purpose. To explore this transformation, the chapter employs the TP³ framework—Theories, Policies, Practices, and Politics—as a lens for understanding how hybrid governance unfolds across conceptual, institutional, and political dimensions. Through comparative insights from public and private sectors, it demonstrates that governance efficacy emerges not as a bureaucratic function, but as a distributed, co-evolutionary process of collective intelligence. In this view, governance becomes a living ecosystem—adaptive, anticipatory, and ethically grounded—serving as a foundational enabler of <i>smart growth</i> and sustainable societal transformation.</p>
