Can High-speed Rail Newtowns Realize Sustainable Development? — A Study from the Perspective of Spillover Effect of High-speed Railway Openings

High-Speed railway Newtown has been established as a new urban development pole built to leverage the advantages of the High-Speed railway stations. Using a quasi-natural experimental design and a difference-in-differences approach on panel data from 272 Chinese cities between 2006 and 2019, the study examines how HSR new towns contribute to low-carbon transformation and knowledge spillovers within the framework of the knowledge economy. The results demonstrate that (i) the construction of High-Speed railway newtowns can foster cities green development; (ii) High-Speed railway Newtown, situated between 26 and 51 km from the city centers, can maximize the synergy effect; (iii) High-Speed railway facilitates innovation environment improvement, high-tech industry agglomeration, and human capital accumulation, which collectively foster urban green transformation.
