Spatial and Temporal Evolution of Industrial Structure in Resource-based Regions: a Study Based On Data From 37 Cities in Western China

In the context of deglobalisation and heightened economic volatility, resource-based cities face intertwined constraints of weak endogenous growth and mounting external pressures—spanning resource disparities, environmental degradation, social equity challenges, and rapid technological transitions. Understanding the intrinsic patterns and drivers of their industrial evolution is essential for advancing integrated sustainable development and reinforcing resilience within the global knowledge economy. This study investigates the spatial and temporal dynamics of industrial development and structural transformation in 37 resource-based cities in Western China between 1990 and 2022. We apply the centre-of-gravity model and inverse distance weighting to reveal shifts in industrial layout, alongside a random-effects Tobit model to identify determinants of industrial structural change. Results show a clear migration of industrial activity from the north to the south, with continued southern relocation projected, and marked disparities in structural advancement favouring the eastern subregion due to locational advantages and accumulated human capital. Economic development levels and high resource dependence are found to significantly impede transformation, whereas investments in human capital and strategic location exert positive influences. These findings highlight the imperative for resource-based regions to implement coordinated strategies—integrating technological innovation, sustainable resource governance, human capital enhancement, and inclusive growth policies—to foster industrial upgrading aligned with long-term low-carbon, socially equitable, and economically resilient development pathways in accordance with international sustainability frameworks such as the UN Sustainable Development Goals.
