<p>As an important manifestation of the knowledge economy, the digital economy accelerates the creation, dissemination, and application of new knowledge through digital technologies, offering new opportunities for high-quality development of the manufacturing industry. Drawing upon the techno-economic paradigm, this study constructs a theoretical model and two evaluative frameworks to explain the impact of the digital economy on high-quality development of the manufacturing industry. Using data from 2011 to 2020 for ten prefecture-level cities in Shaanxi Province, China, we conducted empirical analyses to examine our hypotheses. The results were tested for endogeneity, robustness, and external validity. They indicate that the digital economy directly promotes high-quality development in the manufacturing industry. This effect is more pronounced in cities with stronger innovation capabilities. The digital economy enhances high-quality development by improving production efficiency and consumption capacity. These findings enrich the literature on regional knowledge economies by clarifying how digital knowledge flows into manufacturing upgrading, providing practical policy insights for regional manufacturing development.</p>
