<p>The aim of this study is to develop an integrated approach to assessing the sustainable development of rural areas based on the Quintuple Helix model, which combines economic, social, environmental, institutional, and innovation dimensions. In the context of the urgency of sustainable development and the need for innovative rethinking of the future of rural territories, this work offers a new methodology for integrated assessment of rural progress on the example of Stavropol Region — one of the key agricultural regions of Russia. The authors developed and applied the Composite Sustainability Index, which includes five indices for the Quintuple Helix components. The assessment methodology is based on normalization of quantitative indicators, which made it possible to compare 26 rural districts of Stavropol Region over a period of 2014–2023), classify them by levels of sustainability and group them into four clusters based on the level of sustainability. The findings show that the highest level of sustainable development is achieved in areas with high institutional and economic activity, while environmental and innovative components remain poorly developed in most territories of Stavropol Region. It is also revealed that the social dimension is characterized by significant differentiation and is directly related to demographic and migration processes. Based on the data obtained, recommendations are proposed for improving rural development strategies, including the creation of agricultural parks, the development of municipal entrepreneurship, the modernization of management and the introduction of environmentally sustainable technologies. The study demonstrates the high efficiency of using the Quintuple Helix model for diagnostics and strategic planning of sustainable rural development. The application of this methodology makes it possible to identify the strengths and weaknesses of territories, make sound management decisions and promote the development of the regional economy, society and the natural environment in the long term.</p>
