The Triple Model Approach: Enhancing Policy Implementation Through Regulation, Agencification, and Policy Design (A Case Study: Knowledge Economy of Iran)

In recent decades, Iran has enacted numerous macro policies, laws, and regulations at both parliamentary and governmental levels to support the development of technology and innovation within the framework of a knowledge economy. Many of these laws and policies have emerged from the failure to implement previous resolutions, coupled with a perceived need to take action. As a result, policymakers have endeavored to achieve success in relevant areas by drafting new laws that share similar content. However, the level of success in the implementation of policies and laws in Iran has consistently posed significant challenges. This study aims to propose a model for more effective implementation of these policies based on the experiences of those in charge of the knowledge-based economy in Iran, particularly regarding the formulation of innovation policies over the past six years, utilizing an action research methodology. In this context, the Triple Model is introduced as the primary contribution, which seeks to enhance policy implementation through regulation, agencification, and policy design. This model can assist developing countries in improving both the design and implementation of their policies for the growth of a knowledge economy. The results of this study show that the inflation of policies and laws in Iran and the repetition of previous goals based on new labels and nomenclatures will not contribute to greater success in policy implementation. Instead, in line with the proposed approach of this research, transforming policy goals into operational plans and designing policies in three main dimensions of regulation, shaping semi-independent agencies, and formulating and implementing policy programs by them can facilitate the achievement of these goals.
