<p>This paper examines the structure and challenges of Colombia’s knowledge economy, focusing on the centrality of cooperative relationships, the role of citizens, and the necessity of collaborative initiatives between universities and businesses. At the same time, efforts align with international directives, deficiencies in knowledge dissemination persist, hindering the establishment of a robust public policy network. Drawing on data indicating collaboration as foundational, with provision guided by commercial rationale, the paper underscores the importance of integrating soft skills into educational programs for effective knowledge transfer. Moreover, it highlights the crucial involvement of social and political entities in discussions on digital education, technological convergence policies, and digital knowledge domain delineation. A nuanced approach to technology adaptation and innovation, considering territorial contexts and comparative advantages, is advocated to prevent biases in policy formulation and implementation. This analysis offers insights and recommendations for policymakers and stakeholders seeking to propel Colombia’s knowledge economy forward.</p>
