<p>The Russian-Ukrainian war marked a significant turning point in international confrontations in the current century. The primary reason for the outbreak of this war was Russian fears of a Western (NATO) threat to Russian security. The roots of the crisis between Russia and Ukraine go back to early January 2014, when a pro-Western transitional government was announced. These events represented a sudden loss of Russian influence in Ukraine, a vital neighbor of Russia. The continuation of the war posed a threat to the global economy as a whole. The study aims to find a negotiation strategy to stop the war and start fair negotiations between the conflicting parties. Multi-criteria decision-making (MCDM) techniques are a distinct approach to resolving various issues. A new methodology was proposed by designing a negotiation framework based on the Analytic Hierarchy Process (AHP) technique. The AHP technique is a distinct approach for calculating weights and rankings to determine the priority of each criterion. The principle of this technique is based on pairwise comparison and determining the level of consistency between them. Ten basic criteria were identified, forming the core of the negotiations between Russia and Ukraine. The results showed that the highest priority was for the historical background criterion, with a mean value of 0.1314 and a ± SD of 0.0095. In contrast, the political landscape criterion was the lowest priority, with a mean value of 0.0572 and a ± SD of 0.0151. Sensitivity analysis was applied to each criterion to validate the results using the coefficient of variation. Therefore, the negotiation process for resolving armed conflicts requires genuine efforts and sincere intentions to establish a just peace between the warring parties.</p>
