<p>Germany is currently regarded as Ukraine’s second-largest supporter, both financially and militarily. This article examines why Berlin initially refused to provide weapons to Ukraine, and why it approved deliveries in a&#xa0;delayed and selective manner after 24&#xa0;February 2022. Drawing on Poliheuristic Theory, the analysis argues that weapons deliveries would have violated the core dimensions most important to the government.</p>
