Strategische Gesundheitssouveränität: Die EU zwischen globaler Gesundheitsinterdependenz und strategischer Autonomie
摘要
The COVID-19 pandemic marked a paradigm shift in which health became a strategic power resource. This article develops “Health Sovereignty 2.0” as a response to EU vulnerabilities in supply chains, technology, and governance. Using securitization theory, it demonstrates how integrating health strategies into security architectures strengthens European autonomy. Strategic health sovereignty requires cross-sectoral resilience and proactive shaping of global orders.
