Mass atrocities are on the rise due to conflict, weak states and identity-based violence, and pose a key risk to Germany’s foreign and security policy. They promote instability, displacement and extremism. Despite political commitments, there is a lack of systematic integration into early warning and security structures. The National Security Council could change this, but there are shortcomings in terms of expertise, coordination, training and civil society involvement.
