<p>The USA has introduced the most far-reaching trade restrictions since the 1930s. This dramatic turn was enabled by dissatisfaction of parts of the electorate with free trade policies, extensive trade policy authority vested in the president, and (at least initial) deference shown by domestic courts to the president on issues related to international trade. Unless Congress or the domestic courts check presidential trade authority, U.S. trade policy will remain unpredictable and disruptive.</p>
