<p><b>Output-oriented regulation and Energiewendekompetenz in energy network regulation: what does this mean and what are the options?</b></p><p>The aim of output-oriented regulation (OOR) is to provide targeted incentives for specified performance targets (outputs) that are not incentivized to the extent desired by society within the framework of incentive regulation, which primarily focuses on cost efficiency. It supplements the base incentive regulation with revenue elements linked to the achievement of specific performance targets. In Germany, this issue has been taken up by the regulator Bundesnetzagentur with a so-called energy transition competence (Energiewendekompetenz, EWK). In this article, we discuss possible areas of application for OOR/EWK elements for electricity and gas networks. Following topicality, the following elements were examined in greater depth. For electricity networks: 1. Timely grid connections, 2. Development of smart grids and 3. Standardisation. For gas networks: 1. Avoidance of gas losses, 2. GHG emission avoidance and 3. Stakeholder participation.</p>
