Moral Characteristics Underpinning Concerns for Brain-Computer Interfaces: A Cross-Cultural Study

Brain-computer interfaces (BCIs) facilitate direct communication between the brain and external devices and have the potential to revolutionize fields such as healthcare, assistive technology, and education. However, their rapid evolution presents profound ethical, legal, and social issues (ELSI). This study examines concerns about BCI use among English- and Japanese-speaking participants, highlighting cultural differences and individual moral characteristics via the Preference for Precepts Implied in Moral Theories Scale (PPIMT) and the Moral Foundations Questionnaire (MFQ). Our analysis unveils two major categories of concerns across both groups: personhood- and consequence-related concerns. Our model comparisons showed that the MFQ better explained these concerns than the PPIMT. The MFQ's Harm/Care and Purity/Sanctity were associated with both types of concerns. Interestingly, only among Japanese speakers, the moral foundation of Ingroup/Loyalty was also associated with consequence-related concerns. These findings underscore the necessity of considering cultural and individual differences in morality when addressing BCI concerns. Understanding the psychological mechanisms driving these concerns is crucial for equitable BCI acceptance. This study sheds light on the factors influencing concerns about BCI use and offers insights into navigating the complex landscape of ELSI of BCIs. It advocates for a comprehensive approach integrating diverse perspectives for the ethical advancement of BCIs.
