<p>Existing studies have primarily focused on the effects of administrative boundaries on population flow intensity, with less attention paid to their role in shaping the evolution of population flow network structures. Using statistical network models and population flow data from China’s Spring Festival travel rush, this study investigates the effects of interprovincial boundaries on the evolution of intercity population flow networks. The results indicate that both during the COVID-19 pandemic and under normalized conditions, interprovincial boundaries consistently exerted sustained and stable constraining effects, effectively limiting the formation of intercity population flow networks across different years. However, these boundaries produced asymmetric effects on the formation of new ties and the persistence of existing ties within the evolving population flow networks. The study further reveals that urban agglomerations and the comprehensive regionalization of human geography moderated these effects. This study provides new empirical evidence for understanding the effects of administrative boundaries on intercity population flows and offers practical insights for enhancing regional socioeconomic connectivity and promoting coordinated regional development.</p>
