From 1 August 2026, the All-Day Support Act will give children who attend the first grade in the 2026/2027 school year or later an enforceable legal entitlement to all-day support in a day care facility as a child and youth welfare service for the first four grades. As is already the case with early childhood support, the legislative competence of the federal government is also constitutionally controversial here, as are the possibilities for the federal government to link financial allocations to the federal states with quality requirements. The content of the legal entitlement also poses difficulties. It poses particular challenges if different public authorities are responsible for public youth welfare and for schools. An essential prerequisite for successful implementation is a careful needs assessment that is closely coordinated with the school administration, ideally integrated school development and youth welfare planning.
