摘要

From the school year 2026/27 onwards, children of primary school age in Germany will have a legal entitlement to all-day support (Section 24 (4) SGB VIII, new version). The addressees of this legal entitlement are the local youth welfare offices. Depending on the federal state, all-day support is implemented in day-care centres, schools or in a mixed system. In the western states, where the need for an expansion of all-day support is highest, all-day schools are particularly important. As these schools are often run in various forms of cooperation with independent youth welfare organisations, the importance of local school authorities and their cooperation with the youth welfare office is increasing. This results in challenging cooperation tasks that must be mastered at local level in accordance with the respective state legal framework. In the western states, there are often major inter-municipal differences in both the availability and the organisation of all-day support. Municipal strategies are decisive for the suitable realisation of the legal entitlement, with financial resources, political priorities and local networks playing a role. Close cooperation between school authorities and youth welfare offices is important, as well as targeted support for local authorities from the federal states.
