How to effectively establish the monetary compensation standards for marine ecological damage: Insights from management practices in China

Monetary compensation serves as an economic incentive-driven environmental regulatory tool. However, the establishment of inappropriate compensation standards may pose a dilemma, leading to either insufficient or excessive compensation, which could potentially undermine the intended policy impact. This paper constructs an overlapping generation model that integrates marine ecological damage, monetary compensation, and economic growth, analysing the optimization strategies of three key stakeholders: maritime enterprises, the government, and the public, and explore their respective behaviours in determining the optimal scope of monetary compensation. The numerical simulation results reveal that when both the capital stock and the marine ecological environment tend to be stable, an optimal range of monetary compensation standard exists, which enables the simultaneous achievement of three goals: economic growth, improvement in public welfare, and improvement in the marine ecological environment. Based on real-world maritime enterprise cases, it is suggested to establish three levels of compensation standards: benchmark, semi-market, and full-cost.
