摘要

In the debate on the shortcomings of the current German legal framework regarding Section 64 of the German Criminal Code, the outpatient addiction measures already established in Switzerland, alongside inpatient forensic addiction treatment, suggest a potential reform approach. Although outpatient addiction psychiatric therapy is empirically considered effective and cost-efficient, the Swiss advancements in the outpatient treatment of offenders with addiction disorders have so far not been or have only been insufficiently evaluated due to low case numbers.

This article presents the treatment data from 7 years (full sample with N = 76 patients) of addiction-specific forensic treatment from the special program outpatient addiction measures of the Forensic Psychiatry and Psychotherapy Clinic in Zurich, with respect to demographics, protective factors, psychiatric history, exposure to forensically relevant risk factors, legal framework, delinquency, treatment course, difficulties in treatment and recidivism.

The results show that treating offenders with addiction disorders in an outpatient forensic setting with addiction-specific and forensic expertise, is both feasible and meaningful, even with a highly burdened clientele. Such a program enables a more practical and thus more sustainable integration of protective factors as well as the parallel establishment of elements that promote structure and stability within the context of individual life circumstances.
