The governance anticommons in renewable energy: two cases from China’s solar expansion

Effective governance of renewable energy expansion requires overcoming institutional fragmentation while balancing administrative coordination and ecological sustainability. Yet little empirical research examines how governance anticommons are addressed in authoritarian systems without broad participatory reforms.This study examines how local governments in China mobilize administrative resources within a framework of embedded autonomy to resolve procedural gridlock in renewable energy development. Based on the comparative case studies of two counties participating in China’s national photovoltaic base program, the findings show that top-down land coordination, selective embeddedness, and administrative fiat have expedited project implementation. However, these strategies have also resulted in resource overuse, weakened environmental oversight, and the marginalization of localstakeholders. These side effects pose long-term risks to the transparency, sustainability, and legitimacy of energy governance.This study shows that governance anticommons dilemmas can be addressed through top-down administrative coordination , even in the absence of participatory reform, which expand the existing theory to include authoritarian approaches. It also reveals the deeper trade-offs between accelerated implementation and the risks of regulatory weakening and social exclusion in China’s renewable energy transition.
