Background <p>The effectiveness of prevention and health promotion (PHP) interventions depends on the quality of their implementation. The Consolidated Framework for Implementation Research (CFIR) identifies numerous factors that can hinder or facilitate implementation. These should be identified and controlled during the implementation process. To date, there is no validated instrument available for Germany with which such factors can be measured in the context of school-based PHP. This article aims to close this gap.</p> Methods <p>A&#xa0;validated instrument from municipal-based PHP was transferred to school-based PHP. This instrument was used to survey 92&#xa0;people from 23&#xa0;schools that had started to implement a&#xa0;framework strategy for school-based PHP. Explorative factor analyses and reliability analyses were carried out, and Cronbach’s&#xa0;α as well as the intercluster correlation coefficients (ICC) were calculated for 22&#xa0;constructs. Correlations between the constructs were also analysed.</p> Results <p>The internal consistency of the multi-item scales is satisfactory to very good, with Cronbach’s&#xa0;α ranging from 0.642 to 0.981. With an ICC of 0.218 to 0.664, a&#xa0;substantial proportion of the measured variance can be attributed to differences between the schools (contextual factors). The hindering factors do not correlate with each other or correlate positively with each other. The same is true for the facilitating factors. There are predominantly no or negative correlations between the hindering and facilitating factors.</p> Conclusion <p>The results are plausible from a&#xa0;theoretical perspective and converge with available evidence. The instrument can therefore be recommended for research and as a&#xa0;monitoring tool.</p>

Methods
