<p>Organizations increasingly depend on data to guide decision-making, yet the effective use of external data remains limited. Data orchestration has recently emerged as a phenomenon that captures how managers intentionally coordinate diverse data resources, moving beyond a purely technical process toward a managerial capability. Within Information Systems (IS) research, this phenomenon intersects with data strategy, which specifies objectives and intended uses of data, and data governance, which establishes roles, rules, and responsibilities. This study conducts a systematic literature review structured around six research questions to examine how data orchestration has been addressed in relation to data strategy and data governance. The review synthesizes 36 studies and advances a conceptual model in which data orchestration functions as the connecting mechanism that translates strategic priorities and governance frameworks into coordinated action. Findings show that these interdependencies enhance managers’ capacity to integrate external data into organizational processes and improve performance. The paper concludes by positioning data orchestration as an emergent phenomenon in IS research and proposing a research agenda to guide future inquiry.</p>
