Implementation effects and system perfection of the wetland protection law in China

Since 1949, wetland protection in China has gone through five stages: illumination of wetland protection consciousness, investigation of wetland resources, rescue protection, comprehensive protection, and final establishment of legal protection; however, since 1992, the legislation of wetland protection in China has gone through three stages: exploration, development, and final system establishment. Following the implementation of the Wetland Protection Law of the People's Republic of China, local legislation on wetland protection was developed in various parts of China, resulting in a comprehensive legal framework for wetland protection. The protection and restoration of wetlands have been strengthened, the area of wetlands has been increasing, law enforcement and judicial protection have been strengthened, protection standards related to wetlands have been established, and international protection and cooperation have also been significantly improved. However, the implementation of China's wetland protection law has faced some difficulties, including a not-smooth management system, a nonscientific legal liability framework, and a lack of compensation for possession. It is necessary to further rationalize the wetland management system, strengthen the legal liability setting, and standardize the legal system of possession compensation to promote a good implementation of China's wetland protection law.
