Innovative Sewerage Management to Achieve Circular Economy: A Case Study of Delhi, India

Delhi’s wastewater management system faces severe operational and governance challenges, with untreated sewage and underutilization of valuable by-products placing pressure on the environment and public health. Analysis shows that only about 20% of treated effluent is currently reused, while 15–20% of sludge is valorized, leaving significant recovery potential untapped. Biogas generation contributes approximately USD 1.6 million annually, yet this offsets less than 10% of operating costs. Sensitivity analysis indicates that strengthening effluent reuse and sludge valorization could reduce environmental loads by 25–30% and recover up to USD 230 million per year through energy, nutrient, and water recycling. Comparative benchmarking highlights that Delhi lags behind global leaders such as Singapore and Israel, where over 70% of wastewater is recycled. Policy measures—such as scaling up Managed Aquifer Recharge, strict enforcement of Common Effluent Treatment Plants, introducing polluter pays principles, and incentivizing effluent reuse—are essential to transition toward a circular economy model. The proposed Innovative Sewerage Management (ISM) framework provides a replicable roadmap for turning wastewater into a resource while advancing urban sustainability goals.
