Study on Joint Flood Control and Peak Shaving Optimization Operation of Reservoir Groups Based on Flood Operation Phase Division

Although joint flood control operation models have advanced, practical applications still face key challenges. High-dimensional decision spaces and low efficiency limit their widespread engineering use. This study addresses these problems by proposing a phase-based joint flood operation method. To accommodate the evolving hydrometeorological conditions and real-time flood control demands, the overall scheduling process is divided into distinct operational phases. By optimizing only key flood phases, the number of time steps involved in the optimization process is substantially reduced, thereby enhancing computational efficiency. An optimization model is developed to support this method. On the basis of the constructed optimization model, the rationality of the stage-based operation period division is analyzed, and its impact on overall operation performance is discussed. A case study involving seven reservoirs in the Dawen River Basin is presented. Results show that the method reduces decision variables by 86%. It achieves similar optimization outcomes while ensuring efficient peak regulation. This method has been successfully applied in the Dawen River Basin in Shandong Province, confirming its practicality and reliability. With its significant dimensionality reduction and high timeliness, the proposed approach offers valuable technical reference for similar studies.
