摘要

Policy Coherence for Sustainable Development (PCSD) constitutes an essential approach and strategy to renew public policies from the perspective of sustainable development in the current polycrisis context and within the framework of the 2030 Agenda. A key element for its implementation is the development of monitoring and measurement systems that enable the assessment of countries’ performance and improve the understanding of this approach and its implications for public policies. The article presents a composite indicator of PCSD, built from a comprehensive critical analysis of the Policy Coherence for Sustainable Development Index (PCSDI), the first developed in this field. The results of its empirical application to the study of the performance of 153 countries in PCSD are also analysed. The main contribution of the article is to help build a robust composite indicator, which better reflects the complex challenges of countries in PCSD and their diverse nature. The work is also useful for exploring issues related to the construction and evaluation of composite indicators and the measurement of PCSD through these instruments.
