<p>Complex permittivity is the main parameter of ground-penetrating radar (GPR), a&#xa0;method to determine the probing depth of the geological environment. At the same time, a&#xa0;diversity of rocks provides an extremely wide range in complex permittivity, which significantly complicates interpretation of the data obtained. High-frequency coaxial measuring cells are used for the laboratory measurement of complex permittivity of rock samples. However, most of these cells are used exclusively for loose rocks, which means that complex permittivity of crystalline rocks remains essentially unstudied. To solve this problem, a&#xa0;waveguide cell is proposed and manufactured for operation with solid samples. Complex permittivity of some types of rocks is investigated in the GPR frequency range using this cell.</p>
