Outage cost of internet in residential sector: a case study of Iran

The internet is a crucial infrastructure in modern societies, where even minor disruptions can significantly affect daily routines. This study aims to evaluate the costs of internet outages for residential users. A survey was conducted among 1407 internet subscribers in Iran in 2023. The results reveal that 93% of respondents use circumvention tools [According to (Deibert et al. in Access Denied: The Practice and Policy of Global Internet Filtering, MIT Press, 2008), in this study, internet censorship aims to restrict users' access to online information by governments or affiliated entities. This practice is typically employed to suppress opposition, control public opinion, and prevent the dissemination of sensitive information. Its methods include website filtering, IP blocking, and search engine regulation.] (such as VPNs), with 34% spending an average of 2.8 dollars (According to the Central Bank of Iran, the exchange rate for one US dollar was 420,000 Rials at the time of the survey) per month on these services. Furthermore, users are willing to pay 1.5–2 times more for internet during outages compared to the amount they currently pay mobile operators for equivalent usage. The analysis, using a Binary Logit model, identifies key factors influencing willingness to pay, such as the loss of internet access for work, the necessity of internet access for professional tasks, and the costs of circumvention tools. These findings emphasize the significant economic costs of internet outages and highlight the importance of minimizing unnecessary disruptions, given their impact on users' daily routines and professional tasks.
