Co-opetition in Public Administration: a Theoretical Review

The interaction between competition and cooperation is a central focus in public administration, yet the literature often treats them independently. This paper argues that co-opetition theory provides a robust framework for understanding the coexistence of these forces in intergovernmental relations. This study reviews the concept of co-opetition and critically analyzes existing research, identifying key gaps concerning its dynamics, potential adverse effects, and measurement. It concludes by advocating for future interdisciplinary research to integrate co-opetition theory with established public administration models, thereby enhancing our understanding of intergovernmental complexities and informing more effective policy and practice.
