Proposing a Policy Framework for Financial Autonomy in Public Universities

Although many policies aim to strengthen university financial autonomy in centralized systems it is often reduced to lower dependence on government funding. In practice, public universities still lack adequate discretion over budgeting and resource allocation. To support a more enabling environment, this study identifies key challenges across six dimensions through a broad literature review and analyzes policy approaches used in selected countries. Its main contribution is a differentiated, mission-oriented typology of public universities—local, regional, and national/international—linking financial autonomy to institutional capacity. This framework shows autonomy as a continuum of reforms tailored to diverse university missions.
