<p>This study explores how civil service reform underpins national development through a qualitative comparison of Singapore and Vietnam. Singapore’s coherent, meritocratic, and integrity-driven bureaucracy—anchored in strategic talent management, digitalization, and an entrepreneurial state—demonstrates how public administration can drive growth. Vietnam’s reform remains constrained by inertia, patronage, and fragmented implementation. Drawing on policy learning and institutional isomorphism, the study identifies three transferable principles: streamlined state functions, performance-based incentives, and digital governance. It concludes that Vietnam must advance beyond administrative downsizing toward a future-ready, entrepreneurial, and trusted civil service capable of mobilizing domestic talent and restoring public confidence.</p>
