<p>As wildfires intensify with climate change, rural communities in Oregon and Washington increasingly rely on Community Wildfire Protection Plans to improve resilience. This study analyzes survey data from 117 jurisdictions to assess how ecological risk, institutional capacity, and collaborative practices shape Community Wildfire Protection Plan outcomes. Using resilience theory, social-ecological systems, and collaborative governance frameworks, it evaluates collaboration, mitigation, implementation, and preparedness. Discriminant analyses reveal that community outreach is the strongest predictor of success, supported by burn probability, structural exposure, and monitoring mechanisms. Findings emphasize the value of adaptive, inclusive planning for climate adaptation and wildfire resilience.</p>
